USNSF-funded research on implementation of sustainability in local councils (current)
With Associate-Professor Lucie Laurian, University of Iowa, Jan is researching the implementation of sustainability by local councils in both the USA and NZ. This project involves a survey of medium-sized councils and case studies in both countries and is guided by feedback from an international expert panel (2011-2014).
Jan was a member of the long–running Planning under co-operative mandates research programme based at The University of Waikato (1995 – 2009).  This comparative research project evaluated the quality of regional and district planning under the Resource Management Act 1991 and was funded by the Foundation for Research, Science and Technology, New Zealand.

The research sought answers to these questions:

  • what makes a good plan? Link to report
  • do councils believe in their own plans? Link to report
  • do good plans make a difference to the environment? View item
  • are Māori values recognised and provided for in plans?

The research also studied the effectiveness of long term council community planning under the Local Government Act.
